this is fox 5 news at 10:00. we'll begin with another round of winter weather making the evening rush a little mess yes. the snow has come and gone.

the bitter cold remains. thanks for joining us tonight. i'm brian bolter. >> i'm shawn yancey. are you ready for the refreeze? there are some slippery spots out there tonight. gary mcgrady is in the weather center to start off our coverage. >> that's right. you don't need me to tell you viewers at home it is so cold out there it has stayed below freezing all day. as a matter of fact, this is one of the coldest days we've had, i think the coldest day, we've had since january 29th of 2010. so this is real cold stuff. listen, let me show you the snow as you well know, too, is out of here it. passed through this afternoon, early this evening. we have some clouds in place now. they'll be with us most of the evening, should break up a little bit towards the early morning hours. we're expecting to have some sunshine tomorrow. that will help melt some of the snow. alexandria officially 1/2-inch of snow, herndon .7, gaithersburg .8. i think that's really the trend across the area, too, anywhere

between 1/2-inch up to 1 inch. lusby had 1 inch, ashburn about 1/2-inch, in germantown back to montgomery county there had an inch and i saw some higher totals along interstate 70 into the north of that up in northern maryland up to pennsylvania where some spots up there making 1 1/2 inches or so, but around the metro we had about 1/2-inch to a fluffy 1 inch, temperatures still below freezing. the temperature has creeped up a bit. earlier this evening we were 22. we were actually down to 21 when the snow was falling, but with the snow going away the temperature has come up a bit. the temperature will be right around 22 to 24 the next several hours. we'll probably bottom out down around 21 degrees or so and once those clouds begin to break up a little bit overnight tonight, that's where we're going to be at our coldest point. as you can see, definitely cold enough to freeze and those places that were only treated

with salt, you know, salt only works down to about 20 degrees or so. so colder than that. you may have some slippery spots which will be present overnight tonight and early tomorrow morning, but we'll have enough sunshine to melt everything and dry up a lot of this. hopefully we won't have to deal with this tomorrow night. >> thanks, gary. the afternoon snow prompted a number of area school districts to close early. that meant thousands of parents had to rearrange plans and make last minute pickups. parents told us that text and voice message alerts were a big help. the extreme cold more painful for people farther north, especially those who lost their homes to superstorm sandy. fox's david lee miller has that part of the story. >> reporter: as bitter temperatures continue to pound much of the northeast and midwest, a snowstorm hitting several states including hurricane ravaged new york and new jersey, many families still recovering in superstorm sandy without heat and family, some of them taking refuge in tents

set up by aid workers. >> they've been here since day one. they help everybody in the community from food, drinks, down to diapers and you name it. >> it's very cold and actually mainly i sleep here next to the heater here. you see look like a rocket. so it's good at night, better than my home. >> reporter: meanwhile frigid temperatures and snow causing problems in other areas. in indiana this bus hit a patch of ice on a highway and flipped on its side injuring several passengers. in wisconsin many traffic accidents have been reported across the state and in virginia cars including this school bus having trouble staying straight, but some folks in chicago welcoming the snow. until today the windy city has not seen a day with an inch of snowfall for about 11 months. ccago normally gets more than 15 inches of snow in the winter, but so far it has received only about 3 inches this season. this tent he? staten tie land, new york, will

-- city in staten island, new york, will remain open 24 hours a day to assist victims of superstorm sandy manned entirely by volunteers and they say it will remain here as long as necessary. david lee miller, fox news. >> you can keep an eye on the forecast on www.myfoxdc.com and don't forget to download our weather app for mobile access. winter weather may have played a role in a deadly car crash earlier tonight. a car rear-ended an ambulance near southern avenue and 13th street causing the car to flip and catch on fire. the car driver died. two paramedics were injured and taken to the hospital, no word on their condition tonight. now to a fox 5 followup on an investigation we told you about last month. a toddler mysteriously died at his father's manassas home. his mother suspected the boy's father and spoke out about her frustration with the judge that gave the questionable father unsupervised visitation. new today police arrested the father for the murder.

will thomas is in the newsroom with a closer look at this disturbing story. >> when you hear about a parent accused of killing their own child, you have to wonder what would possibly motivate the killing? in this case the prosecution says the father was motivated by money and the child's mom told us she had a feeling something like this was going to happen. prince mcleod rams, just 15 months old, last october his mom dropped him off at his dad's manassas house. >> i remember kissing him on the forehead and telling him i'd see him later and i never saw him alive again. >> reporter: within hours of dropping prince off he was dead pulled off life support at a nova fairfax hospital. the medical examiner determined he drowned. hospital officials noted bruising above prince's left eye and blood in his nose. fox 5 spoke with prince's mom last month when she told us she was convinced prince's dad, her

ex-fiancee, had something to do with it. >> what i do know is that people around this man die and it keeps happening. >> reporter: now manassas police have arrested her ex joaquin rams charging him with first degree murder. the investigation revealed he'd taken out an unusually large life insurance policy on prince. detectives are also looking more closely at the death of rams' own mother. police said it was suicide. they're also looking at the unsolved murder of rams' ex- girl friend found dead in her manassas condo. court documents show rams was a person of interest in that murder, but despite that prince's mom couldn't convince a judge to prevent rams from having unsupervised visits. judge michael algeo out of montgomery county said i don't know anything about the homicide investigation. i know one thing. if there's evidence you charge it and you prosecute it and if there's not, then you don't and

that's how it stands before me. prince's mom believes the judge was wrong. >> there were just so many points of failure in this situation and i think that when it comes down to it, there's going to be lots of finger pointing. >> the judge can't talk about active cases, but prince's murder and the custody battle that played out before his death will no doubt be scrutinized and debated as prince's father faces accusations he killed his own son. the commonwealth's attorneys. >> doubt about it that prince's murder was premeditated and the child's own father joaquin rams is responsible. under virginia law the charge could later be elevated to capital murder meaning a death sentence or life in prison. miss need your help solving an -- police need your help solving an armed robbery at a maryland restaurant caught on camera last week at el misan at

frederick avenue in gaithersburg. two men burst through the front door, set off the fire extinguisher, took the cash register and took off. there is a cash reward for information given to police. a giant march in washington tomorrow, the goal, make a statement against gun violence and stronger gun control. this comes after a week of debate on proposal on what to do to reduce the rise in gun crimes across this nation. fox 5's matt ackland with more. >> the march will begin tomorrow near the capital reflecting pool. local leaders will join withers and walk from the capitol to the washington -- with will join and walk from the capitol to the wash monument. the night before -- washington monument. the night before the rally is quiet coming at end of a busy week when congress and the white house have been focused on preventing more tragedies connected to gun violence.

>> our weak gun laws allow these mass killings to be carried out again and again and again in our country. >> reporter: senator dianne feinstein of california proposed legislation this week that would ban the sale, manufacture, transfer and import asian 157 different kinds of guns -- importation of 157 different kinds of guns, ban high capacity magazines holding more than 10 rounds and call for stronger background checks. meanwhile vice president joe biden who has been leading the president's gun control task force held a number of discussions this week including one today in richmond where he heard from experts who worked on gun control issues following the mass shootings at virginia tech. on thursday the vice president said he was more concerned about high capacity gun clips and assault rifles. >> more people out there get shot with a game clock that has

cart ridges that you can have magazines that can put two, 10, eight, 12, 15, 30 shells in it than from any assault weapon you see. >> reporter: mean while the national rifle association believes senator feinstein's bill would take away meshes' second amendment rights and -- americans' second amendment rights and says instead they should be focusing on prosecuting kids. thousands are expected for tomorrow's rally. mayor gray and congresswoman eleanor holmes norton are expected to attend as well. also a hollywood star is going to speak as well there, kathleen turner agreeing to speak out on this issue. judgment day for a maryland man after a violent attack inside a daycare center. for the first time we're seeing surveillance video of that rampage, how tall played out and how long the attack -- it all played out and how long the attacker will spend behind bars. >> later on the news edge thousands of crocodiles on the loose after a flood in south

a maryland man learns his fate after being convicted in a violent attack in a prince george's county daycare center. today a judge sentenced 20-year- old mickel young. the footage played a big role in his sentencing. fox 5's john henrehan has details. >> reporter: the a -- assailant, mickel young, came into the family daycare center last april seeking to use a telephone. security guard jalen farmer said no and the assailant takes a couple swings at him. the guard gets a baseball bat. the intruder then begins throwing things and attacks a woman at the reception desk. the security guard still with the bat retreats down a hallway and mickel young starts pounding on the glass windows

and doors of classrooms while panicked teachers begin calling 911. the two men fight violently and the intruder gains control and severely beats the teenaged guard who ultimately loses vision in his right eye. mickel young uses the bat in the words of the judge to terrorize everyone in the building. the assailant's sister begged the court for mercy saying her brother's use of drugs was the real problem. >> my brother is a good human being. he has two children. he's not a bad children. i love him and my family supports him in any and everything that happens. >> reporter: after viewing security video the circuit court judge agreed with the prosecution request for a stiff sentence effectively imprisoning mickel young for 20 years plus five years supervised probation with 25 more years of a suspended sentence hanging over him. despite the injuries to his right eye, jalen farmer is still a security guard at the

daycare center. however, his hopes of ever playing college football or baseball appear now to be unattainable. under maryland law the assailant mickel young will serve nearly 10 years in prison before he is e consideration for parole. in upper marlboro, john henrehan, fox 5 news. 27 years in prison, that's how long a d.c. man will spend behind bars for his role in the death of a d.c. principal. brian betts was shot in his silver spring home in 2010. today a judge sentenced lancaster for 15 years for robbery and 12 for the use of a handgun. the family says while it's been difficult, they're ready to move on. >> our family got a life sentence when we lost brian. we won't get him back. >> i don't have any hate for him.

i want the system to work for him and i hope it does. >> a foundation has been set up in brian betts honor called the bkb foundation benefiting students and faculty members who want to improve their education or career. it is the defense's turn now in the misconduct trial of the anne arundel county executive john leopold accused of using his detail to make sexual encounters and keep tabs on his political enemies. today the judge dropped one of the five charges against him because the state did not meet its burden of proof. hundreds of thousands of pro life demonstrators packed onto the national mall on d.c., their goal to get the supreme court to overturn the historic decision in honor of what they call abortion's 55 million victims. >> reporter: undaunted by bitterly cold temperatures and of a snow forecast pro life marchers came to washington as they have for four decades determined to instill a culture of life in a nation that they

say has seen 55 million abortions since the landmark decision row v wade was handed down. >> can a nation endure that does not respect the sanctity of life? >> reporter: the question is backed by stunning numbers. the pro choice institute finds four in 10 unintended pregnancies in the u.s. end in abortion. 1/3 of american women will have an abortion by age 45 and while the procedure is decreasing overall among poor women it's up 18%. >> in the states we got 33 pro life governors and a lot of pro life legislatures. >> reporter: at the supreme court a much smaller pro choice rally called stop patriarchy stood silently as the pro life group chanted in their direction. while march for life organizers say the main stream media gives them scant positive coverage getting their message out. >> live action has the biggest social media movement online for the pro life movement educating almost a million people a week with the truth about human life and abortion and our facebook had over

this is fox 5 news at 10:00. >> we're following a news alert in the district. police made an arrest in the murder of a teenage girl found shot to death in northwest. tonight alexander buckley is behind bars. fox 5's bob barnard has the details. >> reporter: she was found shot to death on the sidewalk along fifth street northwest at the corner of nicholson street, a gunshot wound to the head. it was just after 3 a.m.

her name was siobhan nicole lee, 18, a recent graduate of blair high school in silver spring, lived with her family in takoma park in this house. her father and other relatives spoke to us off camera, said they had no information about her murder, did provide us with this recent portrait, police telling us they don't believe she was a random target. >> i can't imagine not hearing a gunshot 40 feet way from where you are. >> reporter: nicki hernandez lives in the house closest to where siobhan was shot dead. he said he didn't hear a thing. >> the bus stops. you can hear the bus, the speaker that says tacoma, next station. you can hear that -- takoma park, next station. people walk around. you can hear that. a gunshot, i'm inclined to think maybe she was shot somewhere else and dumped here?

>> reporter: siobhan lee's body was found along a busy metrobus route. this intersection is just south of coolidge high school about, 2 miles from her takoma park home. her friends are taking to twitter to express their grief, one writing didn't deserve to die, another adding i can't believe the news either. we had good times in forensics class last school year, yet another expressing a common theme, you'll truly be missed. d.c. police are telling us the 21-year-old man arrested in this case, alexander buckley of northwest washington, indeed knew his victim, but as far as a motive in the killing, they're not saying. i'm bob barnard, fox 5 news. of. the jury will get a firsthand look at a crime scene in the trial of a former culpeper police officer. daniel harmon-wright is accused of shooting a woman to death last year as she sat in her car in the parking lot. prosecutors say the shooting was unjustified and the former

officer used excessive force. the defense argues the woman did not comply with the officer even after he warned he would shoot if necessary. parent's 9-year-old boy shot with an air gun on the bus on the ride home. the parents found out a day later. the little boy is checked out of the hospital and will be all right. >> i can't get passed that and he's 9 years old. that's unacceptable. it's just not right. it's not right. >> the school is disciplining the child involved in the shooting. d.c.'s board of education considering allowing high school students to graduate without taking an advanced level course in u.s. government. it's part of a proposal that raises the total number of required course credits and adding allowances like team sports and musical performances but removing the u.s. government course requirement. for more on this patrick morrow from the d.c. state board of

education joins us now. thanks for coming. in the premise i guess is to combat declining graduation rates. isn't it making it easier? is that kind of giving up a bit? >> sure. first i should note this has been a year long process. we have had month after month of public testimony from administrators, teachers, members of the public on the various subject areas and it wasn't till this last wednesday when again it's still a draft proposal that we heard from about 50 stakeholders and obviously the removal of government is a concern. that is something that i'm to be honest with you i don't know how it happened so suddenly, but it's still an evolving document. this is a minimum, the minimum requirements to graduate from high school. so one of the things we'd like to consider is a separate form of distinction and possibly an additional diploma that's more of a career oriented diploma,

but that as of now is more my personal opinion than that of the board. >> where are you tackling the root causes of dropouts? it can't be because they hate government class so much. >> sure. we have tried to encourage additional participation of things like team sports. this is significant because right now not all of our high schools have as many sports as you would assume and we think that is one of the ways in which we can encourage additional -- if we to were give credit for high school sports, we could encourage attendance because in doing so you have additional adults, you have additional ways for students to engage in outside activities. there are states like new hampshire who are already doing these types of things and we're just trying to think out of the box really and again it is still a draft proposal. so i would -- as along with the rest of the board, i would welcome comments of anyone from the public on this document and that's available on the

website. >> i have not read the report and i know you're saying it's a draft proposal, but all this has the feel back to my first question of making things easier on kids instead of getting to the root of why they're dropping out and making sure they're prepared for the real world. >> sure. we actually -- this is among the -- when you compare to us other states, we have the most challenging minimum diploma in the nation. so what we're trying to do is to make room for additional ways for students to learn. so again when you do, for example, with outside experiences, not taking away from individual core classes, but when you do add outside experiences to a student's schedule that does aid the student, it does encourage the student to actually attend school. we have a serious truancy problem in the district and that is something that we obviously need to really hone in on and again our objective here is not to minimize the rigor of a diploma but to

thousands of kids got an early jump on the weekend today as many school districts across the region dismissed early because of the snow. for many the call to close early came not too long after students began their school day forcing several parents to juggle their schedules. fox 5's tom fitzgerald has that story. >> reporter: at the walter johnson high school in montgomery county, maryland, the big train of students cleared out quickly and teachers soon followed suit. >> very many happy students. >> reporter: after a relatively quiet winter many folks say they headed out to work today expecting area schools would wind up with a shortened day. >> i'm always waiting for the next one to come around. so whenever it gets this cold you start to wonder. >> reporter: news started to spread just before noon when thanks to text alerts and voicemails parents wound up getting messages like this. >> public schools will close early today, january 25th, due to emergency weather conditions. >> reporter: here at the spring hill elementary school

in fairfax county buses lined up early as the effort to get kids home early swung into high gear. area school officials made the call based on the time that the weather was arriving in the d.c. area and the desire to have both buses and students off the roads by the time the snow began. parents we talked to said think are not second guessing. >> i was at home actually, so i realized two hours early, so i came to pick him up. >> reporter: as the news spread inside the school building, the reactions among students was how do you say, receptive? >> as soon as he came off the microphone, you could hear the other classes screaming. >> when we were in music class, everybody started screaming and going yea. >> my teacher was jumping around. >> reporter: the big question moving forward, how to spend the rest of your day and surprisingly homework did not top the list. >> what are we going to do, guys? >> stay home and play. >> reporter: what are you going to play?

>> we don't know. >> reporter: moving forward, though, many kids say they expect they will have a lot of catching up to do next week after having last monday off for the king holiday and an early end to the week. their teachers and assignments will be waiting when they return. let's talk about this cold weather. snow is out of here and what's going to happen tonight and tomorrow? >> more cold weather. no snow, though. tomorrow we get some sunshine which will help the melting process a little and what melts will hopefully dry before it refreezes and creates problems tomorrow evening. watch out for slick spots if you're up early or happen to be out late tonight because i do believe there is going to be some. a beautiful shot of the capitol tonight on this cold evening, still cloudy. so temperatures have actually come up a little bit. it's 24 now here in town, gaithersburg 19, frederick 19, dulles 21. temperatures are pretty much

steady as she goes at least until these clouds begin to break up overnight tonight. once the clouds begin to break up temperatures will probably fall a couple more degrees all across the region. i think we'll be down to 20 it un, 22, but don't worry -- 21, 22, but don't worry, a warm-up is coming. we're going to be way below normal which is about 44 degrees. through this weekend we'll probably get up to the mid-30s for highs by sunday, probably lower 30s tomorrow. so the weekend is still cool. this big pocket of cold air is still sitting down at least to the mid-atlantic, but we're seeing the warmth building back out to the west and it is going to make a run for us. typically this time of year we can get these little short periods of time where the warm air comes up from the south it. looks like next week that will happen. we'll also have to contend with showers, too.

we aren't talking about 50s or 60s with beautiful conditions, but it looks like we are talking 50s, maybe some 60s and showers in the forecast for next week as well. this weekend, though, stays cold, 33 tomorrow. hopefully that will get us up over 32 degrees for the first time in about five days, at least the afternoon high temperatures. 35 degrees for a high sunday. i think sunday there's a possibility that late in the day we'll get a few clouds coming in here. other than that i expect we'll see good amounts of sunshine for both days. we will stay dry it's looking like right through the weekend. the snow has moved out and amounted to about 1/2 for just about everybody, a couple pockets here or there where the snow fluffed up close to an inch, up north of 70 i saw reports around 1 1/2 inches for places up there mainly up into carroll county and then closer to baltimore right along the i- 70 corridor. we see a little snow shower activity coming down into pittsburgh. that's not going to get here, but we will have some clouds

lingering from that. i should say, too pretty good little ice situation through north carolina earlier today where they had some slippery travel, especially on the bridges and overpasses there. so again a lot of snow, looks like it's coming down here, but don't get nervous. it looks like it will come across in the form of clouds. we will not be perfectly clear overnight. we'll have some slippery spots and where we do get some clearing taking place 3:00, 4:00, 5:00 in the morning, some of those suburb teens will drop down to the lower teens especially since we have snow on the ground and the winds out of the west at 5, perhaps 7 to 10 miles per hour. tomorrow a few slick spots early. once the sun comes up nice and bright it will tend to dry that all up, mel it and dry it up, breezy -- melt it and dry it up, breezy in the afternoon, so stay in the sunshine if you're out and layer up. it will feel more like the 20s with the winds blowing 10 to 20

a retired lieutenant general who says the pentagon is trying to turn the military into a social experiment. that will be a spirited debate. then we'll talk about the obama agenda for the second term as he laid it out in his inaugural address. it's very aggressive and quite liberal and we'll talk about that with democratic senator dick durbin and republican senator bob corkin. >> a lot of people are saying the president seems to have a different swagger about him in his second term. are people telling you they're noticing the same thing about the president? >> oh, absolutely. you know, i think that first of all, he's never going to have to face reelection again and secondly, i think he made a decision actually about a year ago that dealing, trying to negotiate and make deals with the republicans, particularly in the house, was just a losing battle. first he was very hard to reach a deal with john boehner and then if he did, boehner was having trouble controlling the right wing of his party.
